It is the mission of the Human Resources Department to provide personnel resources and continuously seek to improve upon the systems that support County employees and administrators with the essential functions necessary to fulfill their employment-related needs and objectives.

Services Provided
  • Administers employment-related directives from the County Board of Commissioners
  • Negotiates and administers all collective bargaining agreements between the County and its employees
  • Monitors and refers individuals to Employee Assistance Program resources
  • Administers all employee payroll and benefits
  • Conducts periodic labor/management meetings
  • Sourcing, screening, interviewing, hiring and disciplining employees of the County
  • Ensures compliance with all legal regulations and standards
  • Provides support for County agencies and departments
  • Facilitates County wide attendance program

Directly supervises and coordinates the activities of the County Elections and Registration Office.  Work involves the planning, directing, and coordinating the registration of voters, conduct of elections, and certification of results.  Must have considerable knowledge of State and County election laws, procedures, and requirements. Qualifications: A Bachelor’s degree is preferred with supervisory experience in election administration and must have considerable knowledge of the principles and practices of supervision. Prison – Full-Time and Per Diem Corrections Officers

Individuals must have, or be willing to complete, the mandatory training as required by the Pennsylvania regulations governing adult detention facilities. Full-Time starting rate of pay is $24.29 per hour. Per-Diem starting rate of pay is $14.00 per hour with pay increases based upon the union’s employment contract. Full-Time benefits include sick time, holiday pay, shift differential, personal days, vacation days, Healthcare/Dental/Vision coverage, and retirement. Overtime is available. Executive Director of Emergency Services/Emergency Management Agency

The Executive Director is responsible for oversight of the County’s Emergency Services Network – the 911 Center and the Emergency Management Agency. Qualifications: Bachelor’s Degree in Public Administration, Business Administration related field, and a minimum of five (5) years of experience in Public Safety work, Emergency Response Management, or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Certifications: Certification in Emergency Management from PEMA, or obtain Certification of Advanced Level of Emergency Manager following the most current prescribed guidelines promulgated by the Pennsylvania Emergency Management Agency, or an equivalent of five years of field supervisory experience in the field of Emergency Management. Minimum certification in hazardous material operations is required. Certified in NIMS (National Incident Management System) under the current guidelines within PA. 911 Telecommunicator

Cambria County is seeking applicants for the position of 9-1-1 Telecommunicator. The 9-1-1 Telecommunicator engages in receiving emergency and non-emergency calls, dispatching personnel and equipment, and providing pre arrival instructions to callers. Telecommunicators must have the ability to multitask, think and perform duties independently, comprehend, interpret, analyze and adjust to ever changing situations. The successful applicant must be able to work effectively and efficiently when receiving and answering emergency and non-emergency calls on both radio and telephone systems. Qualifications: High School diploma or equivalent, possess or within one (1) year of employment hold the following certifications: 1) APCO Basic Telecommunicator Certification, 2) EMD from Medical Priority, 3) PA State 9-1-1 Telecommunicator Certification, 4) Commonwealth Law Enforcement Assistant Network (CLEAN) certification, and 5) CPR certification. Prison Chaplain – Per Diem

Responsible for planning, directing, and supervising all aspects of the religious program. Oversees all volunteers who assist in meeting the spiritual and educational needs of the inmate population. Qualifications: Successful completion of a program of Clinical Pastoral Education or equivalent specialized training, and is endorsed by the appropriate religious certifying body. Five (5) years of pastoral experience. Three (3) years experience working in a correctional facility is preferred. Must possess PA Driver’s License. Court Reporter

This 35-hour-per-week position has a starting hourly pay rate of $30.52 with additional income earned by transcript/order production.  Duties require the use of a stenotype machine to accurately take down verbatim testimony in a variety of court proceedings.  Qualified applicants must have graduated from an accredited court reporting school.  Two years of stenographic experience is preferred, but not required.  Other duties include, but are not limited to, attending scheduled court proceedings; transcribing, proofreading, and producing transcripts and court orders in a timely manner; as well as handling exhibits and other official documents, and swearing in witnesses. Writer, software, software support, IT support, and all other equipment are provided.  Professional association fees and approved continuing education requirement costs are paid by the County. Benefits include paid holidays, paid time off, retirement plan, and medical/dental/vision coverage.  The County offers a buyout if medical coverage is not needed. Custodian and Maintenance Worker Jobs

Cambria County Government is seeking qualified applicants for open positions in the Maintenance Department.  Must have the ability to perform general custodial work; knowledge of methods and practices related to building, electrical, mechanical, and plumbing trades. High school diploma or equivalency is required. Must be able to communicate effectively in person and over the phone.  Must represent the department in a courteous and professional manner when dealing with the general public, elected officials, department heads and other co-workers. Must have knowledge in the operation, care and general repair of janitorial equipment. Must demonstrate physical strength in performing the custodial and security work. GIS Technician – Tax Assessment Office

This position is responsible for the complex task of developing a wide variety of geospatial computerized maps and map layers of surface, subsurface, and air rights through the use of automated drafting equipment by interpreting source data, electronically drafting, or digitizing the information into the computer data base, adhering to pre-established Assessor and GIS mapping conventions. Qualifications: Successful completion of high school or college level course works in geometry, geography, computer-aided drafting, or GIS. One-year experience reviewing and processing land use, taxation, or other documents for identification and recording purposes utilizing computer aided drafting and geometry and three months of experience using AutoCAD and database software for preparation of maps, plans, or engineering drawings. Must have the ability to apply principles and practices of geometry. Must have the ability to understand and operate computer applications used to produce maps, such as but not limited to, ArcGis, MapInfo, and ESRI programs and products and knowledge of database structured query language (SQL). Must have knowledge of GIS (Geographic Information System) principles. Must have knowledge and skill in applying properties of maps, including distance scales and legends. Must have the ability to use source documents used to create maps. Must have the ability to input and access data using a personal computer, including spreadsheet, data base, and document programs. Must have the ability to read and interpret land maps and source documents. Must have the knowledge on how to apply and perform difficult mathematical calculations. Must have the ability to focus on continuing and meticulous attention to detail. Starting rate of pay: $14.29 per hour. Full-Time Assistant Public Defender

The Assistant Public Defender position in the Public Defender’s Office specializes in criminal law cases with offenses against society or state such as murder, burglary, rape, arson, theft, etc. Qualifications: Graduate of an accredited college, law school, and admission to the Pennsylvania Bar Association. Tax Appraiser – Tax Assessment Office

This position is technical work involving the appraising and assessing of all residential, commercial, and industrial properties as the basis for establishing assessed value for real estate taxing purposes. Qualifications: High School Diploma with a good discipline in math. Knowledge of building construction and materials would be a plus, however, the candidate will be trained for this position. Traveling to various properties in the county is a requirement of the position. * Within three (3) years from the date an individual is hired as a Tax Appraiser, he/she must obtain a Pennsylvania Evaluator Certification (CPE), as required by the State of Pennsylvania. * The County will pay for the initial CPE testing process. If the employee fails to receive a passing score, the additional costs to re-test are the responsibility of the employee. The cost of State mandated continuing education shall be assumed by the County. Other duties include but are not limited to: Inspects, measures, and verifies all additions to commercial, industrial, and residential real property. Update property record cards as a result of change of ownership due to conveyances, improvements to property and new construction. Computes the value of real property by means of assessment formulas and determines depreciation schedules. Explains contested valuations and provides information to property owners. Assists public in locating property lines and tracing deeds as necessary using available Assessment Office data. Assists with all other office duties (i.e. counter work and answering of the phone, etc.) when scheduled to be in the office.
