Services Provided
- Administers employment-related directives from the County Board of Commissioners
- Negotiates and administers all collective bargaining agreements between the County and its employees
- Monitors and refers individuals to Employee Assistance Program resources
- Administers all employee payroll and benefits
- Conducts periodic labor/management meetings
- Sourcing, screening, interviewing, hiring and disciplining employees of the County
- Ensures compliance with all legal regulations and standards
- Provides support for County agencies and departments
- Facilitates County wide attendance program
- Develops, implements and evaluates policies, procedures, job descriptions and compensations relating to County positions

Grant Administrator – District Attorney’s Office
The District Attorney’s Office seeks qualified candidates for a newly created Grant Administrator position to help establish a multi-county law enforcement DNA database based on a federal grant. Duties to include creation of protocols, tracking of materials and DNA submissions, preparing reports as required under the grant, and other general duties related to the project. Court Reporter
This 35-hour-per-week position has a starting hourly pay rate of $30.52 with additional income earned by transcript/order production. Duties require the use of a stenotype machine to accurately take down verbatim testimony in a variety of court proceedings. Qualified applicants must have graduated from an accredited court reporting school. Two years of stenographic experience is preferred, but not required. Other duties include, but are not limited to, attending scheduled court proceedings; transcribing, proofreading, and producing transcripts and court orders in a timely manner; as well as handling exhibits and other official documents, and swearing in witnesses. Writer, software, software support, IT support, and all other equipment are provided. Professional association fees and approved continuing education requirement costs are paid by the County. Tax Appraiser – Tax Assessment Office
This position is technical work involving the appraising and assessing of all residential, commercial, and industrial properties as the basis for establishing assessed value for real estate taxing purposes. Qualifications: High School Diploma with a good discipline in math. Knowledge of building construction and materials would be a plus, however, the candidate will be trained for this position. Traveling to various properties in the county is a requirement of the position. * Within three (3) years from the date an individual is hired as a Tax Appraiser, he/she must obtain a Pennsylvania Evaluator Certification (CPE), as required by the State of Pennsylvania. * The County will pay for the initial CPE testing process. If the employee fails to receive a passing score, the additional costs to re-test are the responsibility of the employee. The cost of State mandated continuing education shall be assumed by the County. Other duties include but are not limited to: Inspects, measures, and verifies all additions to commercial, industrial, and residential real property. Update property record cards as a result of change of ownership due to conveyances, improvements to property and new construction. Computes the value of real property by means of assessment formulas and determines depreciation schedules. Explains contested valuations and provides information to property owners. Assists public in locating property lines and tracing deeds as necessary using available Assessment Office data. Assists with all other office duties (i.e. counter work and answering of the phone, etc.) when scheduled to be in the office. Part-Time Assistant District Attorney
The Assistant District Attorney position is professional legal work assisting and directly reporting to the District Attorney. All tasks require independent judgment and actions based on County, State and Federal laws. This position deals with all aspects of criminal law, and the employee will attend and conduct preliminary hearings, handle all pre-trial matters (motions, discovery, approval of search warrants, etc.), and present cases in Court (pleas, non-jury and jury trials). Decisions that are made are limited by established policy and are subject to approval by the District Attorney. Qualifications: Graduate of an accredited college, law school, and admission to the Pennsylvania Bar Association and one year of experience in criminal law. Must maintain minimum continuing legal education requirements of the Pennsylvania Supreme Court, and remain a licensed attorney in good standing.
